(a) Any enlargement or extension to any existing motel or motor hotel shall require application for a zoning certificate, as if it were a new establishment.
(b) No enlargements or extensions to any motel or motor hotel shall be permitted unless the existing facility is made to conform substantially with all the requirements for new construction for such an establishment.
