The following uses shall be permitted only if specifically authorized by the Board in accordance with the provisions of Chapter 1127:
(a) All conditionally permitted uses as regulated in the R-2 District, except as hereinafter specified.
(b) Hotels, motels, motor hotels and tourist homes on premises only that front on a street officially designated as a primary or secondary thoroughfare on the official Thoroughfare Plan, and subject to the provisions of Chapter 1185
.
(c) Professional offices and offices of financial, insurance, real estate, civic, educational, religious and philanthropic organizations, provided that:
(1) Any exterior changes or other alterations of the building are in harmony with the character of the neighborhood; and
(2) No merchandise is displayed or handled.
