No Councilman, Mayor, Auditor, or any other officer, or appointee to any board or commission of the Municipality shall directly or indirectly be financially interested in any contract, job, work or service with or for the Municipality; nor in the profits or emoluments thereof, nor in the expenditure of any money on the part of the Municipality other than in his fixed compensation and expenses; and any contract with the Municipality in which any officer is or becomes financially interested may be declared void by the Council. Such interest shall disqualify any such officer from holding any office with the Municipality for a period of five years in addition to the other penalties provided by law.
