(a) Before submitting its recommendations to Council, the Planning Commission may, by a majority vote of its total membership, hold at least one public hearing thereon, notice of which shall be given by one publication in a newspaper of general circulation in the City at least ten days before the date of such hearing.
(b) Following such hearing and review the Commission may recommend that the application be granted as requested, or it may recommend a modification of the zoning amendment requested in the application, or it may recommend that the application be denied. These recommendations shall then be certified to Council.
