A Board of Zoning and Building Appeals as constituted at the time of enactment of this Zoning Ordinance shall continue in power. The Board shall consist of five citizens of Heath appointed by the Mayor, with consent of Council, for terms of four years, except that of those first appointed three shall serve for four years, and two for two years. Vacancies shall be filled by the same manner for the unexpired terms. A member of the Board shall serve until his successor is appointed and qualified. Members of the Board shall be removable for cause upon written charges and after public hearings.
