(a) Uses Prohibited Without Zoning Certificate. No owner, lessee or tenant shall use or permit the use of any structure, building or land or part thereof, hereafter created, erected, changed, converted or enlarged, wholly or partly, until a zoning certificate, which may be a part of the building permit, shall have been issued by the Zoning Inspector. Such zoning certificate shall show that such building or premises or a part thereof, and the proposed use thereof, are in conformity with the provisions of this Zoning Ordinance. It shall be the duty of the Zoning Inspector to issue a zoning certificate, provided he is satisfied that the structure, building or premises, and the proposed use thereof, and the proposed methods of water supply and disposal of sanitary wastes conform with all the requirements of this Zoning Ordinance.
(b) Certificate of Occupancy. No owner, lessee or tenant shall occupy any structure, building or land, or part thereof, hereafter erected, created, changed, converted or enlarged unless a certificate of occupancy shall have been issued by the Zoning Inspector after inspection. Such certificate of occupancy shall show and certify that such building, structure or premises has been constructed, altered or improved in compliance with the provisions of this Zoning Ordinance, the Building Code and all other applicable codes or ordinances and all conditions and requirements, if any stipulated by the Board of Zoning and Building Appeals or other proper authority.
(c) Excavating Permit. No permit for excavation or construction shall be issued by the Zoning Inspector unless the plans, specifications and the intended use conform to the provisions of this Zoning Ordinance.

(d) Certificate Time Limitations. All construction performed pursuant to a zoning certificate granted hereunder must be commenced within six months of the date of the issuance of said certificate, and must be concluded within one year of the date of the issuance of said certificate.
