SECTION 14.01. NOMINATIONS.
   A.   Candidates for Mayor, Auditor, and member of Council representing a Ward shall be nominated at a non-partisan primary election held on the same date for primary elections as established by State law in the odd-numbered years, commencing in the year 1993. A vote shall be taken only where more than two (2) candidates have filed for an office. Each elector of the City of Heath shall be permitted to cast one (1) vote for the candidate of their choice in the primary election. The primary election shall then reduce the number of candidates to a maximum of two (2) for any office; those two (2) being the two (2) receiving the greatest number of votes in the primary election. The two (2) remaining candidates shall be voted upon at the next regular election with the one receiving the greatest number of votes being declared elected.
   A non-partisan primary election shall be held on the same date for primary elections as established by State law in odd-numbered years, commencing in 1995, for candidates for member-at-large of Council when the number of candidates exceeds six (6). In such case the six (6) candidates receiving the greatest number of votes shall be voted upon at the next regular election. The four (4) candidates receiving the greatest number of votes in the regular election shall be declared elected.
 
   B.   Each person desiring to become a candidate for nomination to such office to be voted upon at the primary election, shall, not later than 4:00 p.m. on the seventy-fifth day before the day of such election file with the Board of Elections of Licking County, Ohio, a Declaration of Candidacy and Nomination Petition, which shall contain seventy-five (75) signatures of qualified electors of the City as a candidate for Mayor, Auditor, or just member-at-large of Council. A candidate for member of Council from a Ward shall file a Declaration of Candidacy and Nomination Petition in the same manner as other candidates, except that the number of signatures required shall be twenty-five (25) and they shall be signatures of qualified electors of the Ward of the candidate.
 
   C.   The procedure established by the Ohio Election Laws for Filing and Voting shall be followed except as modified by the Charter.
