For the purpose of Title One of this Part Eleven - Planning and Zoning Code, the following terms are defined:
(a) "Alley" or "service drive" means a minor right of way, privately or publicly owned, primarily for service access to the back or sides of properties.
(b) "Block" means a parcel of land bounded on at least one side by a street and on the other sides by a natural or man-made barrier.
(c) "Building line" means the line within the property defining the required minimum distance between any structure and the adjacent street right of way.
(d) "Commission" means the Planning Commission of the Municipality.
(e) "Cul-de-sac" means a short street having one end open to motor traffic and a vehicular turn-around provided on the other end.
(f) "Double-frontage lot" means a lot with front and rear street frontage.
(g) "Easement" means a right of way granted for limited use of land for public or quasi-public purpose.
(h) "Engineer, County" means the County Engineer of Licking County.
(i) "Engineer City" means the full-time or consulting Engineer of the City.
(j) "Improvement" means those physical additions and changes to the land that may be necessary to produce usable and desirable lots.
(k) "Lot" means a parcel of land intended for transfer of ownership, use or improvement, and/or dedication.
(l) "Lot area" means the area contained within the property lines of the individual parcels of land as shown on a subdivision plat, excluding space within any street, but including the area of any easement.
(m) "Municipality" means an incorporated city or village.
(n) "Plat, preliminary" means a tentative subdivision plan, in lesser detail than the final plat, indicating the approximate proposed layout of a subdivision as a basis for consideration prior to preparation of a final plat.
(o) "Plat, final" means a complete and exact subdivision plan prepared for official recording as required by statute.
(p) "Plat Officer" means Chief of the Division of Building and Zoning or anyone appointed by him.
(q) "Regional Planning Commission" means the Licking County Regional Planning Commission.
(r) "Street" means a public right of way designed for the purpose of moving people and goods or the providing of access to private property.
(s) "Street, arterial" means those streets which are used primarily to carry fast or heavy traffic.
(t) "Street, collector" means those streets which carry traffic from minor streets to the major system of arterial streets and highways, including the principal entrance streets of a residential development and streets for circulation within such a development.
(u) "Street, minor" means those streets which are used primarily for access to the abutting properties.
(v) "Subdivider" or "Developer" means a person or his authorized agent for whom subdivision plans are being or have been made.
(w) "Subdivision":
(1) The division of any parcel of land shown as a unit or as contiguous units on the last preceding tax roll, into five or more parcels, sites or lots, any one of which is less than five acres for the purpose, whether immediate or future, of transfer of ownership, shall be deemed a subdivision and must be surveyed and platted; provided, however, that the division or partition of land into parcels of more than five acres not involving any new streets or easements of access, and the sale or exchange of parcels between adjoining lot owners, where such sale or exchange does not create additional building sites, shall be exempted.
(2) The improvement of five or more parcels of land for residential, commercial or industrial structures or groups of structures involving the division or allocation of land for the opening, widening or extension of any street or streets, except private streets, shall be deemed a subdivision and must be surveyed and platted.
(3) The division or allocation of land as open spaces for common use by owners, occupants or lease holders or as easements for the extension and maintenance of public sewer, water, storm drainage or other public facilities shall be deemed a subdivision and must be surveyed and platted.
(x) "Surface drainage plan" means a plan showing all present and proposed grades and facilities for storm water drainage.
(y) "Sketch plan" means an informal plan, not necessarily to exact scale, indicating salient existing features of a tract and its surroundings and the general layout of a proposed subdivision.
