(a) The provisions of these Regulations shall be held to be minimum requirements for the promotion of health, safety and general welfare of the people of the incorporation of Heath, Ohio.
(b) These Regulations are not intended to repeal, abrogate, annul or in any manner interfere with any existing laws, covenants or rules. However, where these Regulations impose a greater minimum requirement than is required by existing laws, covenants or rules, the provisions of these Regulations shall govern.
