(a) The purpose of these Subdivision Regulations is to provide for the harmonious development of the Municipality by:
(1) Promoting the public health, safety and general welfare of the Municipality;
(2) Lessening congestion in the streets and highways;
(3) Furthering the orderly layout and use of land;
(4) Securing safety from fire, panic and other dangers;
(5) Providing adequate light and air;
(6) Preventing the over-crowding of land;
(7) Avoiding undue concentration of population;
(8) Facilitating adequate provision for transportation, water, sewerage, schools, parks, playgrounds and other public requirements; and
(9) Facilitating the further resubdivision of larger tracts into small parcels of land.
(b) The provisions of these Regulations are made with reasonable consideration among other things, of the character of the Municipality, with a view of conserving the value of the buildings placed upon land, providing the best possible environment for human habitation and encouraging the most appropriate use of land.
