At the first meeting of the Board of Zoning and Building Appeals in the year 1966 after the Mayor has appointed members to the Board of Zoning and Building Appeals and the Council has approved such appointments, as provided by this Charter, the members of said Board shall elect a Chairman and Secretary by a majority vote of the members appointed to said Board and the Chairman and Secretary so elected shall serve at the pleasure of the Board and until successors are elected by said Board of Zoning and Building Appeals. The Chairman of the Board of Zoning and Building Appeals shall be a member of such Board; however the secretary may be elected from within or without the Board's membership, and may hold other employment with the Municipality. The Secretary shall keep an accurate journal of the proceedings and actions of the Board of Zoning and Building Appeals.
