941.06 SURVEY AND INVESTIGATION.
   (a)    The consumer's property shall be open at all reasonable times. The City of Heath will accept a certified backflow prevention certificate for the maintenance, testing and repair of backflow prevention assemblies within the consumer's property.
   (b)    On request by the Utilities Director or his authorized representative, the consumer shall furnish information regarding the piping system or water use within the consumer's property. The consumer's property shall be open at all reasonable times to the Utilities Director or an authorized representative for the verification of information submitted.
   (c)    It shall be the responsibility of the water consumer to arrange periodic surveys of water use practices on his/her property to determine whether there are actual or potential cross connections to the water system through which contaminants or pollutants could backflow into his/her or the public potable water system. All cross-connection control, water use or other plumbing inspections must be conducted by an authorized representative of the City of Heath.
   (d)    It is the responsibility of the water consumer to prevent backflow in the public water system by ensuring that:
      (1)    All cross-connections shall be approved, removed or protected to the satisfaction of the Utilities Director.
      (2)    Backflow prevention assemblies shall be installed and maintained in accordance with this chapter.
