The Utilities Director shall publish, at least annually, in the Newark Advocate a description of those users which are found to be in significant noncompliance, as defined above, with any provisions of this chapter or any permit or order issued hereunder during the period since the last publication. If no users are in significant noncompliance, the Utilities Director shall publish a statement to that effect in the Newark Advocate.
