(a) Costs incurred by the City for the implementation of the pretreatment program established herein shall be recovered from the nonresidential users of the City's POTW. The applicable charges or fees shall be set forth based on the City's schedule of charges and fees.
(b) The City may adopt charges and fees which may include:
(1) Fees for reimbursement of costs of setting up and operating the pretreatment program;
(2) Fees for monitoring, inspections and surveillance procedures;
(3) Fees for reviewing accidental discharge procedures and construction;
(4) Fees for permit applications;
(5) Fees for filing appeals;
(6) Fees for the City's consistent removal of pollutants otherwise subject to categorical pretreatment standards;
(7) Surcharges to nonresidential users based on volume, excess strength and other parameters deemed appropriate by the Utilities Director and established as part of the user's wastewater discharge permit or the City's schedule of fees; or
(8) Other fees the City deems necessary to implement the requirements contained herein.
(c) These fees relate solely to the matters covered by this chapter and are separate from all other fees chargeable by the City.
