933.01 GENERAL PROVISIONS.
   (a)   This chapter sets forth uniform rules and regulations for direct and indirect dischargers into the Publicly Owned Treatment Works (POTW) of the City of Heath, Licking County, Ohio. It enables the City to comply with all applicable State and Federal laws and regulations including the Clean Water Act and the General Pretreatment Regulations of 40 CFR, Part 403.
   (b)   The objectives of this chapter are:
      (1)   To prevent the introduction of pollutants into the Heath POTW which will interfere with the operation or performance of the system or contaminate the resulting sludge;
      (2)   To prevent the introduction of pollutants into the Heath POTW which will pass through the system, inadequately treated, into receiving waters or the atmosphere; and
      (3)   To improve the opportunity to recycle and reclaim wastewaters and sludges from the treatment works.
   (c)   This chapter provides for the regulation of direct and indirect dischargers to the POTW through the issuance of permits to certain non-domestic users classified as significant industrial users or certain commercial/other public authority users and through enforcement of general requirements for the other users; authorizes monitoring and enforcement activities; requires user reporting; and assumes that existing customer's capacity will not be preempted herein.
   (d)   This chapter shall apply to the City of Heath and to persons or entities outside the City who are, by permit, contract or agreement with the City, users of the Heath POTW. Except as otherwise provided herein, the Utilities Director of the City shall administer, implement and enforce the provisions of this chapter.
