Whenever any existing sanitary sewage facilities, consisting of a cesspool only, shall become stopped up, filled or in some other manner no longer suitable for the purpose intended, and further use of some type of sanitary sewage system is still required, such facility shall not be reconstructed but shall be replaced with a sanitary system incorporating a septic tank or aerobic type treatment system as an integral part thereof in the case where an approved sewer installation is not available for such purpose.
