(a) There is hereby levied and assessed upon each lot, parcel of land, building or premises having any sewer connection with the sanitary sewerage system of the City, or otherwise discharging sewage or industrial waste into the sanitary sewerage system, a sewage service charge or rental, payable on a monthly basis in amounts determined by Council through appropriate legislation. (b) The billing for customers of the City of Heath for sewer rental shall be as follows:
