The Director of Public Service is authorized to determine on what lots and lands in the City noxious weeds and weeds of rank growth are being permitted to grow, spread and mature seeds and declare the same as constituting a nuisance or endangering public health. After determination has been made that such noxious weeds or weeds and rank growth constitute a nuisance or endanger the public health, it shall be the duty of the Director to see that such noxious weeds are removed or such nuisance abated.
