(a) The planting of trees and shrubs within the public area between the sidewalk and the curb in the City, commonly known as the "parking strip", is hereby declared to be a hazard to the public use of the streets, as well as an unnecessary expense to the maintenance of the utility lines, sidewalks and curbs and the same shall hereafter by prohibited within the City.
(b) In those areas which do not have curbs or sidewalks, the planting of shrubs and trees on the public right of way is prohibited for the same reasons as are contained in subsection (a).
