(a) No person shall keep or maintain in any junk shop any material offensive to public health, safety or morals upon or in any land or building within the City or store any such materials in an unclean or unwholesome manner. Any violation of this section shall be considered as proper grounds for either the revocation of or refusal to grant any license provided for herein.
(b) In addition to the foregoing provisions, the violation of any laws of the State regulating such operations shall be grounds for the revocation or refusal to grant such license.
