(a) No person shall operate or maintain a junk shop within the corporate limits of the City without a license therefor.

(b) Upon written application duly presented to the Mayor detailing the names of all persons to be interested in any such enterprise, the location thereof, the intended extent of and type thereof, and the provisions, if any, made for fencing off such land or buildings to be used, together with a tender of the yearly license fee of one hundred dollars ($100.00), the Mayor shall make a personal investigation of the facts of such application. Being satisfied that no material offensive to public health, safety or morals is to be sold, purchased or stored therein, he shall issue a license for a period of one year from the date of issuance, or reject the same and return the tendered deposit.
