No final subdivision plat shall be approved by the Planning Commission or accepted for record by the County Clerk until the required improvements listed in this subchapter are constructed in a satisfactory manner and certified as such by the developer's engineer and approved by the appropriate officials having jurisdiction. In lieu of prior construction, the Board of Commissioners may accept a security bond or certified check running to the city in an amount equal to the estimated cost of installation of the required improvements in accordance with § 155.18 (I).
