(A) The Planning Commission may take action to fine any person or entity who is in violation of these provisions or any of the regulations adopted hereunder for which no other penalty is provided. Except as provided in division (B), the person or entity shall be guilty of a misdemeanor and shall, upon conviction, be fined not less than $10 but not more than $500 for each violation. Each day a violation shall continue shall constitute a separate offense.
(B) Any person shall upon conviction be fined not less than $100 but not more than $500 for each lot or parcel which was the subject of sale or transfer or a contract for sale or transfer where such sale or transfer, or contract therefor, constitutes a violation of these subdivision regulations.
