Except as provided in § 132.05, it shall be unlawful for any club, society, organization, or body of persons to parade on, over, or along any public street, sidewalk, or alley of the city in disguise, unless a permit to do so has been first obtained from the Board of Commissioners, stating the purpose and the time for which the parade is to be held. It shall also be unlawful for any person or persons to wear a mask, disguise, or regalia which conceals the identity of that person on any public street, alley, or sidewalk of the city or any other public place within the city limits.
