(A) Buses. It shall be unlawful for any person, association, or corporation owning and operating buses in and through the city to take on or discharge passengers while the bus is parked on any of the following streets:

(C) Loading or unloading prohibited. It shall be unlawful for any person, firm, or corporation owning or operating a motor vehicle to stop that vehicle on the following streets for the purpose of loading or unloading freight or commodities of any kind:
