§ 74.99 PENALTY.
   (A) Any person who violates § 74.01 or § 74.02 shall be fined two cents ($0.02) per pound for each pound of excess load when the excess is 5,000 pounds or less. When the excess exceeds 5,000 pounds the fine shall be two cents ($0.02) per pound for each pound of excess load, but the fine levied shall not be less than $100 and shall not be more than $500.
   (B) Any person who violates § 74.03 shall be deemed to have committed a violation and shall be fined in an amount not less than $20 nor more than $100.
   (C)   Violation of this chapter shall constitute a civil offense which shall be enforced according to the procedures set forth in the Hazard Code Enforcement Board Ordinance by the Code Enforcement Board, hearing officers, code enforcement officers, citation officers and other persons duly authorized to investigate and enforce the violations through investigation, inspection and issuance of citations.
