(A) If the vehicle shall remain within the parking space beyond the time limits hereby fixed, the parking meter shall display a signal indicating illegal parking, and in that event the vehicle shall be considered as having parked overtime or beyond the period of time fixed by this chapter. The parking of any vehicle overtime in any designated parking space adjacent to which a parking meter is located, shall be construed a violation of this chapter by the owner, operator, manager, or driver of same, and punished as set forth in § 72.99. Unreasonable delay in performing the manual operation of the parking meter necessary to register the coin after the deposit thereof shall be considered overtime parking.

(B) It shall be the duty of each police officer of the city to take the number of any parking meter adjacent to which any vehicle is overparked as provided in this chapter, the state license number of the vehicle, the make or model of same, the length of time and the date of the overparking, and thereupon issue in writing, on the form provided by the city, a notice to answer at a time certain, but within five days from the date thereof, at the county district court to the charge of overparking during the time and at the place specified in the notice. However, notice of overparking may be presented to the Chief of Police or to the City Clerk within 24 hours, and upon the payment of the sum of $2 the complaint shall be considered as having been satisfied. Provided further, a notice of overparking may be presented to the Chief of Police or to the City Clerk after 24 hours, and upon the payment of the sum of $5 the complaint shall be considered as having been satisfied.
