§ 73.09 LOADING ZONES; USE OF METERED PARKING SPACES FOR LOADING OR UNLOADING.
   (A)   (1)   The Board of Commissioners is authorized to establish loading zones as are, or may be, necessary for the conduct of business; to omit parking meters from the loading zones; and to provide proper signs for and to designate those zones by painted lines or marks on the curb and on the street.
      (2)   No person shall park a vehicle in a loading zone except for the purpose of loading or unloading merchandise or passengers. The use of zones for loading or unloading of passengers shall not exceed three minutes. The use of loading zones for the loading or unloading of merchandise shall be confined to the handling of heavy or bulky materials. All loading or unloading must be performed in an expeditious manner, and no vehicle may remain in a loading zone for a periodof time greater than necessary to expeditiously unload or load same, or while the operator thereof is soliciting or otherwise engaged than in the loading or unloading of the vehicle, except that a reasonable time shall be allowed for securing a receipt of delivery. All other parking within a loading zone is unlawful.
   (B)   (1)   The use of metered parking spaces for loading or unloading merchandise as defined above will be permitted before the hour of 9:00 a.m. without the deposit of a coin in the parking meter at that space, except that the vehicle must load or unload centered as nearly as possible in a single-metered space and in the manner above described.
      (2)   The above regulations regarding loading zones shall apply only between the hours of 7:00 a.m. and 6:00 p.m. and on days other than on Sundays and holidays officially set.
