All individuals, persons, firms, or corporations participating in any demolition of a structure or moving of a structure shall apply for and obtain a permit from the city prior to commencing work on such demolition or moving of a structure and shall comply with all other requirements of this chapter. For the purposes of this section, a "structure" shall be defined as any construction that would require a building permit under either the international building code or the international residential code, except for decks.
