At the time of a building permit application, unless adequate sewer facilities are available, the applicant shall secure a sanitary outhouse to be placed on the location of where the construction would take place as a condition of securing a building permit which shall be removed upon completion of construction and prior to issuance of a final certificate of occupancy.
