The planning and zoning commission may adopt, from time to time, such rules to supplement the procedures set forth in this chapter or ordinances and resolutions passed by the city council as it deems necessary to properly exercise its duties pursuant to this chapter and state law. Such supplemental rules, which must not conflict with procedural requirements established by the city council, shall be kept on file with the city clerk and a copy thereof shall be furnished to any person upon request.
