A majority of the then appointed membership of the planning and zoning commission shall constitute a quorum for the transaction of business, but in no event shall a quorum consist of less than three (3) appointed and confirmed members. The commission shall not function unless at least four (4) members have been appointed and confirmed. Any action taken by a majority of those present when those present constitute a quorum, at any regular or special meeting of the planning and zoning commission, shall be deemed and taken as an action of the commission. In the event that the lack of membership prevents the commission from functioning, the city council shall perform the duties otherwise assigned hereby to the commission. (Ord. 559, 7-12-2016)
