No person not specifically exempted as hereinabove stated shall initiate any activity or work within the public right- of-way or other public place without first having been issued a permit from the Public Works Director, City Engineer, or his/her designee. Right-of-way encroachment permits for the installation of driveway approaches (ingress/egress into a City of Hayden public right-of-way), swales, and landscaping that are issued in conjunction with a residential building permit shall be issued at the time of building permit.
