7-2-2: DEFINITIONS:
FRANCHISE: The right or license granted to a utility through an agreement between the City of Hayden and the utility (i.e., Avista, Kootenai Electric Cooperative, or Spectrum) that includes right-of-way encroachment related requirements as well as other items related to the use of the public right-of-way.
HARSB: Hayden Area Regional Sewer Board oversees sewer service and waste water treatment facility to the residents of the City of Hayden, Hayden Lake Sewer District as well as the Coeur d'Alene (Kootenai County) Airport.
HLSD: Hayden Lakes Sewer District (formerly known as Hayden Lake Recreational Water and Sewer District) was established in 1980 to provide sewerage systems for the greater Hayden Lake area.
IDEQ: Idaho Department of Environmental Quality is a State department created by the Idaho Environmental Protection and Health Act to ensure clean air, water, and land in the State and protect Idaho citizens from the adverse health impacts of pollution.
ISPWC: Idaho Standards for Public Works Construction Manual is a local standard for construction and quality control of public works infrastructure projects.
ITD: Idaho Transportation Department is the State of Idaho governmental organization responsible for State transportation infrastructure. This includes ongoing operations and maintenance as well as planning for future needs of the State and its citizens.
LHD: Lakes Highway District was formed in 1971 as a result of the consolidation of multiple Highway Districts and the Kootenai County Road Department into four (4) Highway Districts in Kootenai County. LHD is one of four (4) Highway Districts in Kootenai County and maintains various public roads within the district boundaries which generally lay north of Best Avenue in Coeur d'Alene up to the Bonner County line, east of State Highway 41 and north the Rathdrum City limits.
PFHD: Post Falls Highway District was originally formed in 1911 as a stand-alone government agency, and then was adjusted in 1971 as a result of the consolidation of multiple Highway Districts and the Kootenai County Road Department into four (4) Highway Districts in Kootenai County. The district is responsible for construction and maintenance of all public right-of-ways within the district's boundaries.
PHD: Panhandle Health District provides over forty (40) different public health programs to families, individuals and organizations in North Idaho. From food and drinking water safety to health education and disease control, to include septic tank and drywell permits within Kootenai County.
PRIVATE RIGHT-OF-WAY: Right-of-way not owned or maintained by the City of Hayden or a Highway District.
PUBLIC RIGHT-OF-WAY: Right-of-way or property owned by the City of Hayden or a Highway District.
RIGHT-OF-WAY: Roadway and associated curb, swale, and sidewalk whether maintained or un-maintained; not an easement.
ROUTINE MAINTENANCE: Repairs, replacements, and corrections by the adjacent property owner which does not require excavation of a City street, curb, gutter, or sidewalk, does not require heavy equipment, and has no reasonable potential to cause a hazard to the public, including, but not limited to, mowing and trimming lawns, trimming landscape items, winter maintenance of sidewalks, and irrigation repairs.
SURETY: Financial guaranty of work to be completed (performance) or work that has been completed (warranty).
UTILITY EASEMENT: Utility located in an area located not within public right-of-way. (Ord. 591, 3-26-2019)
