Every owner or occupant of any house or other building, or of any vacant lot within the city limits which has upon the private property any stormwater infiltration system designed and installed for the purpose of collection, conveyance, and/or treatment of storm drainage or abuts any such grass infiltration system on public property shall be responsible to maintain the system in a functional state, free of debris, sediment, surplus water, and other items and practices that may impair the functionality of such system.
