When either law enforcement or city personnel discover or receive a report of graffiti on any public or private property, the city may cause notice to be served on the owner and occupant of the premises to abate the nuisance and remove the graffiti. Such notice shall be served upon the owner of the premises, as shown on the last property tax assessment rolls of Kootenai County, Idaho, with a copy to the occupant of the premises, or by posting such notice and order to abate at a conspicuous place on the property. Service of the notice may be accomplished through personal service or by regular mail. If service is by mail, it shall be deemed served three (3) business days after placing the notice in the United States mail, postage prepaid. (Ord. 522, 5-28-2013)
