(A) The town, its contractor, or town licensed operators shall furnish a trash collection and disposal service as provided herein for all persons resident within the town, except those specifically excluded in § 53.03 of this chapter. This service shall be maintained under the supervision of the Department of Public Works.
(B) The town, by and through its duly authorized employees, its contractors or town licensed operator, shall be the sole agency for the collection of trash within the town. No other person shall collect trash within the town unless expressly authorized by the terms of this chapter.
