Any person who violates, disobeys, omits, neglects or refuses to comply with, or who resists the enforcement of any of the provisions of this chapter, or who refuses to remedy a violation of any such provision or to remedy a hazard of fire, explosion or collapse where no other provision is provided, shall, upon conviction thereof, be subject to penalty as provided in section 1-4-1 of this Code for each offense, and each day upon which such violation continues shall constitute a separate offense.
