This section shall be known and cited as the HAWTHORN WOODS ELECTRICAL CODE.
A. Electrical Code Created: There is created and established, in and for the Village of Hawthorn Woods, the Hawthorn Woods Electrical Code.
B. Adoption Of The National Electrical Code: The National Electrical Code of 2014 (NFPA 70-2014), as issued and promulgated by the National Fire Protection Association and approved by the American National Standards Institute, a copy of which have been on file with the Village Clerk's Office and the Community Development Department for at least thirty (30) days prior hereto, and open to public inspection, is hereby adopted by reference and incorporated herein in its entirety. Said National Electrical Code is hereby adopted as the rules and regulations for construction, alteration, addition, modification, repair and use of electric equipment, with amendments, modifications and additions as herein set forth in the Village of Hawthorn Woods, Lake County, Illinois, and shall be applicable to existing or proposed new buildings or structures.
C. Amendments To The National Electrical Code:
ARTICLE 100 DEFINITIONS
Add as an additional definition:
Electrical Inspector. The Building Inspector shall be known as the ex-officio electrical inspector for the Village of Hawthorn Woods and have all powers to perform the duties of the electrical inspector.
110.12 Mechanical Execution of Work
Add as an additional requirement to this section:
(C) Abandoned Equipment and Materials. All abandoned conduit, wire, cable or other electrical equipment and conductors, electric appliances and materials shall be removed in their entirety. This includes low-voltage wiring, data processing cable, etc.
(D) Mounting. Free standing electrical main distribution centers, panelboards and motor control centers designed for floor-mounted installations, shall be mounted on a four-inch (4") thick concrete housekeeping pad. The required housekeeping pad shall be raised above all adjoining floor surfaces a minimum of four-inches (4") and shall not project past the front, sides, or rear of the equipment into the required working space.
210.52(E) Outdoor Outlets
Add as an additional requirement to this section:
(4) Electric Openings. Exterior electric openings shall not be installed back-to-back with interior electric openings.
210.52(F) Laundry Areas
Add as an additional requirement to this section:
(1) Washer & Dryer. Separate 20-ampere dedicated circuits shall be provided for each clothes washer and each clothes dryer unit.
210.70 Lighting Outlets Required
Add as an additional requirement to this section:
(D) Entry Lighting. In all occupancies, stairs, halls, corridors, garages, or rooms with more than one (1) entry shall have the lighting for the area switched at all entries. The lighting switch shall be located within thirty-six inches (36") of the entry into the space and shall not be located behind any doors or permanent obstructions.
230.23(A) General
Add as additional requirements to this section:
(1) - All residential service revisions shall be a minimum 100-ampere rated with at least twenty (20) circuit openings and a 100-ampere main circuit breaker.
Exception: Electric services rated 100 ampere or less shall be subject to the approval of the Community Development Director or his designee. Electric load calculations shall be submitted to justify all electric services less than 100 amperes.
(2) - New single-family dwelling units shall have a minimum 200-ampere underground service with at least forty (40) circuit openings and a 100-ampere main circuit breaker.
Exception: Electric services rated less than 200 ampere shall be subject to the approval of the Community Development Director or his designee. Electric load calculations shall be submitted to justify all electric services less than 100 amperes.
230.31(A) General
Add as an additional requirement to this section:
(1) - Services for industrial and commercial occupancies shall be a minimum of 200-ampere service, thirty (30) circuit openings and shall have bolt-on circuit breakers.
230.41 Insulation of Service-Entrance Conductors
Delete the exception to this article in its entirety.
230.43 Wiring Methods for 1000 Volts, Nominal, or Less
Delete the following numbers from the list of approved wiring methods for service entrance conductors:
1. Open wiring on insulators
2. Type IGS cable
5. Electrical metallic tubing
6. Electrical non-metallic tubing
7. Service-entrance cables
11. Rigid polyvinyl chloride conduit (PVC)
13. Type MC cable
14. Mineral-insulated, metal-sheathed cable, Type MI

230.70(A) Location
Delete this section in its entirety and replace with the following:
The service disconnecting means shall be located at a readily accessible location whether inside the building or outside, at a point no further than five feet (5') from the service conductor entrance into the service panelboard. If the distance must exceed five feet (5'), then a service disconnect switch must be located on the service at the metering equipment, or directly adjacent thereto. The service disconnect shall not be installed in bathrooms.
230.72(C) Access to Occupants
Add as an additional requirement to this section:
(1) - Commercial, industrial, multi-family dwelling units and office buildings with multiple tenants shall have main disconnects located within each space for the power supplied to each space.
250.104(A)(1) General
Add as an additional requirement to this section:
A metal identification tag stating "ELECTRIC SERVICE GROUND, DO NOT REMOVE" shall be placed on all exposed electric service grounds and bonding and bonding jumper connection locations.

250.112(N) Central Air Conditioning Unit
A separate equipment grounding conductor shall be installed for all central air conditioning units. Conductors shall be installed in liquid-tight flexible metal conduit to avoid vibrations from the building to the unit. Electrical plastic tape shall not be used to fasten low voltage wiring to conduit or refrigerant lines. Plastic ties approved for the purpose shall be used.

700.16 Emergency Illumination
Add as additional requirements to this section:
(1) - Emergency lighting equipped with one and one- half (1-1/2) hour battery backup shall be provided in the additional following locations: Mechanical rooms, vaults, toilet and bath/shower rooms, electric closets or rooms, switch gear rooms, transformer rooms, adjacent to incoming electric service and distribution panelboards adjacent to the incoming fire suppression system and fire alarm systems.
Exception: Single-family residential dwellings
(2) - All exit signs shall be equipped with L.E.D.- type lighting displays only.
Exception: Approved self-luminous exit signs
700.20 Switch Requirements
Add as an additional requirement to this section:
(1) - Circuit lock-on devices shall be installed on all circuits providing power to emergency lighting, exit signs, fire alarms, and smoke detectors.
D. Electrical Permits:
1. Permit Required: All persons, firms, companies, or corporations shall obtain a permit from the Village of Hawthorn Woods for all installations, alterations, or changes to electrical equipment, wiring, and systems as provided by this Code.
2. Application: A permit may be issued for the electrical installations or alterations once an application has been submitted and reviewed by the Community Development Department. Permit application shall be made on the official permit applications available from the Community Development Department.
E. Inspections Required:
1. Rough-In Inspection: All installations or alterations to the electrical system and equipment must receive an approved inspection from the Community Development Department prior to the work being concealed. The person who has secured the electrical permit shall notify the Community Development Department twenty four (24) hours in advance of the required inspection.
2. Final Inspection: Upon completion of the permitted work, the electrical contractor must pass a final inspection by the Community Development Department. The person who has secured the electrical permit shall notify the Building Department twenty four (24) hours in advance of the required inspection.
3. Certificate Of Occupancy: A certificate of occupancy will not be issued for a building or structure if the electrical installation and equipment are not in conformance with this Code.
4. Re-Inspections: A re-inspection fee will be charged for all inspections made after the first inspection. Such fee is determined by the Village Board and is provided for in the fee schedule as set forth in this Code.
5. Liability: The inspection and control of the installation of electrical equipment or the granting of inspection certificates by the Community Development Department shall not render the Village of Hawthorn Woods liable on account of such inspections, control of or granting of such inspections, or lessen the liability of persons, firms or corporations owning or installing such electrical equipment.
6. Periodic Inspections: The electrical inspector may periodically make inspections of existing electrical equipment or installations within the Village of Hawthorn Woods. If an electrical installation or piece of equipment is found to be unsafe or in a state of disrepair, the electrical inspector will, in writing, request from the person, firm or corporation responsible for the property that it be corrected in a reasonable amount of time, as determined by the electrical inspector.
7. Authority Of Electrical Inspector: The electrical inspector is empowered to order the discontinuance of any electrical service, which serves any wiring, equipment, or devices, which are deemed hazardous to persons or property, or any situations, which may be found to be an electrical shock hazard.
F. Registration Of Electrical Contractors: It is unlawful for any person, firm, or corporation to engage in the business of an electrical contractor without being registered as such in the Village of Hawthorn Woods.
G. Limited Electrical Installations: Any person, firm, or corporation licensed with the Village of Hawthorn Woods as a heating, air conditioning, and ventilation contractor may install electrical wiring or equipment associated with the installation connection and servicing of heating, air conditioning, and ventilation equipment.
H. Appeals: Any person, firm, or corporation may appeal the decision, interpretation, or finding made by the electrical inspector to the Village Board.
I. Penalty For Violations: Any person, firm or corporation that engages in the business of electrical contractor without furnishing a certificate of registration as herein provided for, or that violates any of the provisions of this section, shall be subject to the penalty as provided in the general penalty section as set forth in section 1-4-1 of this Code.
