It shall be unlawful for any person to park any vehicle or leave any vehicle parked or occupying any portion of any public street at such time or in such manner as will impede or impair the plowing or removal of snow from such public street. Any person violating any of the provisions of this section shall, upon conviction, be subject to penalty as provided in subsection 1-4-4E of this Code for each such conviction, each day.
