1-4-4: CITATION PROCEDURE:
   A.   Definitions: Whenever the following words or terms are used in this section, they shall have the meanings herein ascribed to them:
    COURT: The nineteenth judicial circuit court, Lake County, Illinois.
   HE, HIS OR HIM: A male or female person and/or a company, corporation or other entity.
   MINOR OFFENSES: Refers to any or all violations of the following provisions of this code:
      1.   Section 4-3A-2 (removal of infected trees).
      2.   Subsection 5-3-1A (curfew; age and hour restrictions; adult responsible).
      3.   Section 5-4-2 (except subsection 5-4-2E4) (animal control; dogs).
      4.   Title 6, chapter 1 (motor vehicle licenses).
      5.   Section 6-2-1 (vehicle code; except moving violations and other violations reportable to the Illinois secretary of state pursuant to 625 Illinois Compiled Statutes 5/6-204).
      6.   Title 6, chapter 3, except as provided in subsection 6-3-10C (parking regulations).
   VIOLATOR: Any person, irrespective of gender, and/or any company, corporation or other entity who is alleged to have violated any of the code provisions described in this section.

   C.   Issuance Of Citation Or Ticket And Procedures:
      1.   Issuance: Upon the commission of a minor offense specified in subsection A of this section, a police officer, building inspector or code enforcement officer of the village shall issue to the violator a citation which informs said violator that he has violated one or more provisions of this code described in subsection A of this section.
      2.   Violator's Process By Payment Or Scheduling For Hearing: The said violator, upon receiving such a citation, may settle the violation claim by paying the settlement amount for such minor offense as set forth in subsection E of this section. Payment may be mailed to either the police station of Hawthorn Woods or the office of the village clerk, or payment may be delivered in person at either of the same locations during scheduled business hours. Payment of the settlement amount hereunder shall be made within ten (10) days following the date of the violation. If said violator does not wish to settle the claim as aforesaid, said violator shall bring the citation to the police department of the Hawthorn Woods police station or to the office of the village clerk during scheduled business hours within ten (10) days following the date of violation to request a hearing, and the village shall arrange for a time and place for hearing of the alleged violation before the court.
      3.   Failure To Make Payment: If the violator fails either to make payment of the settlement amount, or fails to request a court hearing, within the ten (10) days following the date of the violation in accordance with the above, a final notice shall be issued. In such case, the settlement amount shall be equal to two (2) times the original settlement amount and the violator may pay the applicable amount pursuant to the procedures outlined above within ten (10) days of the final notice. If the violator fails to make payment of the settlement amount, the village is authorized to file and prosecute a complaint against him in court.
      4.   Form Of Citation: The form of citation issued by a village police officer, building inspector or code enforcement officer of the village in cases of minor offenses described in subsection A of this section shall contain, at a minimum, the following information: a) the specific ordinance violated, including the date, time and location of the offense or violation, b) the amount of payment applicable to the alleged violation required for settlement of the claim, and c) that failure to settle the claim or request a court hearing may result in a complaint being filed against him in court.
   D.   Reserved.
   E.   Settlement Amounts Enumerated: This subsection shall set the original settlement amounts for any or all the minor offenses described in subsection A of this section. Said amounts shall be as follows:
