The written notice required by section 4-3-2 of this chapter shall be deemed delivered when deposited in the United States mail, first class, postage prepaid, addressed to the owner at the address of the property on which noxious weeds or improper growth of weeds or grasses exist or in the case of vacant land, to the owner as listed in the village records.
