4-3-2: DESTRUCTION OF NOXIOUS WEEDS; NOTICE; LIEN:
   A.   Destruction By Owner Required:
      1.   Every owner of real property shall destroy noxious weeds growing on such real property before said noxious weeds reach the seed bearing stage.
      2.   Every owner of real property shall cut or destroy improper growth of weeds or grasses located on such real property. (Ord. 446-90, 4-9-1990)
   B.   Service Of Notice: The village shall cause a notice to be served upon any owner who violates any provision of subsection A of this section. Said notice shall give a summary of the provisions of this chapter and shall require the owner to destroy or cut said noxious weeds or improper growth of weeds or grasses within seven (7) days after the delivery of said notice. The written notice shall be in force for a period of twelve (12) months from the date the notice was issued. (Ord. 1366-11, 4-18-2011)
   C.   Abatement By Village; Lien: Should any owner refuse or neglect to comply with any notice provided for hereinabove, the village or its agents may enter upon such real property and may cut or destroy any such noxious weeds or improper growth of weeds or grasses. Any cost thereof shall be paid by the owner of such real property. This cost is a lien upon the real property affected in accordance with 65 Illinois Compiled Statutes 5/11-20-7. Should the village be required to file a lien against any owner, said owner shall also be liable to the village for the cost involved in the filing and releasing of said lien, including attorney fees.
