6-1-2: SPEED REGULATIONS:
   A.    Basic Rule: Any person driving a vehicle on a street or highway shall drive the same at a speed not greater than is reasonable and proper, having due regard to the traffic, the surface and width of the highway, and of any other conditions then existing.
   B.    Speeding: Operating a vehicle at speeds exceeding those hereinafter specified shall be prima facie evidence that the operator of said vehicle is driving the same at a speed greater than is reasonable and proper as defined in subsection A of this section.
   C.    Speed Limits:
      1.    Fifteen (15) miles per hour:
         a.    When approaching within fifty feet (50') of a grade crossing of any steam, electric or street railway when the driver's view is obstructed. A driver's view shall be deemed to be obstructed when at any time during the last two hundred feet (200') of his approach to such crossing he does not have a clear and uninterrupted view of such railway crossing and of any traffic on such railway for a distance of four hundred feet (400') in each direction from such crossing.
         b.    When passing a school during school recess or while children are going to or leaving school during opening or closing hours.
         c.    When approaching within fifty feet (50') and in crossing an intersection of highways when the driver's view is obstructed. A driver's view shall be deemed to be obstructed when at any time during the last fifty feet (50') of his approach to such intersection, he does not have a clear and unobstructed view of such intersection and of the traffic upon all of the highways entering such intersection for a distance of two hundred feet (200') from such intersection.
         d.    Going around curves or along a grade upon a highway when the driver's view is obstructed within a distance of one hundred feet (100') along such highway in the direction in which he is proceeding.
         e.    On all other highways where the same pass through the closely built-up portion of the City or where the traffic is congested.
      2.    Twenty (20) miles per hour:
         a.    On any highway where the same passes through the closely built-up portion of the City or where the traffic is congested, when traffic on such highway is controlled at intersections by traffic officers or traffic-control devices.
         b.    On any highway where the same passes through the residence portion of the City.
      3.    Thirty (30) miles per hour: Under all other conditions.
   D.    Penalty: Any person violating any provision of this Section shall be guilty of a misdemeanor, and upon conviction thereof, shall be subject to penalty as provided in Section 1-4-1 of this Code. (Ord. 79, 6-15-1937; 1996 Code)
