Ordinances, when introduced, shall be read as of their first reading, and referred to the appropriate committee by the presiding officer without debate unless objections thereto be made. After the first reading and adoption, all ordinances must be posted and made available to the public. All ordinances must be read and adopted by a majority vote of council members present at two (2) meetings of the city council not less than twelve (12) days apart.
