The regular meetings of the council shall be held on the first Monday of each month at seven o'clock (7:00) P.M., and the meetings may be adjourned from time to time and all proceedings had at such adjourned meetings shall be the same as of the regular meetings of the month. Special meetings of the council may be held upon the call of the mayor or upon request of any three (3) members of the council by giving written notice personally to the mayor and each member of the council at least three (3) days prior to such meeting, which notice shall state the purpose and object of such meeting and no business shall be transacted at such special meeting except as stated in the notice of said meeting.
