1-4-14: STANDING RULES:
No standing rule of the council shall be repealed, rescinded, changed, altered or suspended, except by a vote of five (5) members in the affirmative, nor shall any new rule be added thereto except by a like vote. (Ord. 1, 10-20-1904)
