1-4-8: PRIVILEGED QUESTIONS:
When a question is pending, no motion shall be received except as hereinafter specified, which motion shall have precedence in the order herein stated:
   (A)   For an adjournment of the council.
   (B)   To lay on the table.
   (C)   For the previous question.
   (D)   To postpone indefinitely.
   (E)   To postpone to a time certain.
   (F)   To refer to a standing committee.
   (G)   To refer to a committee of the whole.
   (H)   To refer to a special committee.
   (I)   To amend.
A motion to adjourn, to lay on the table, or for the previous question shall be decided without amendment or debate; and all questions of order, and all questions relating to the order of business, shall be decided without debate. The several questions or motions to postpone or refer shall preclude all debate upon the main question. (Ord. 1, 10-20-1904)
