1-4-6: MOTIONS:
No motion shall be debated or put until it has received a second. When seconded, the motion shall be stated distinctly by the presiding officer before being put or debated, and shall be reduced to writing by the member making it upon the request of the presiding officer or any member of the council. A motion may be withdrawn by the member who made it at any time before decision, commitment or amendment by the unanimous consent of the council. (Ord. 756, 5-16-1988)
