1-4-3: RULES OF CONDUCT:
While the presiding officer is putting a question, or when a member is speaking, no member shall walk across or out of the room or entertain any private conversation or pass between the speaker or the chair.
When two (2) or more members address the chair at the same time, the presiding officer shall name the member who is first to speak.
Any member may be called to order, in which case the member so called to order shall immediately cease, the point of order shall be stated at the request of the presiding officer, by the member raising it, and it shall be decided without debate, before proceeding to other business.
